China to get Russian oil and gas
President Medvedev signed an agreement on the terms of Russian oil and gas supplies to China during his visit to the region earlier in the week. Under the agreement signed in Beijing, Russia guarantees export into China of 15 million tons of oil a year for 20 years. This is not much given that Russia pumps 250 million tons of oil per year to the West.

A state report suggests that Oklahoma’s oil and gas industry struggled in 2009. According to the Oklahoma Corporation Commission’s annual report on oil and gas activity, production numbers were about the same as other years but intent-to-drill applications tumbled from 6,220 in 2008 to 2,500 last year.
Alaska must cut taxes to bring back oil money
If Alaskans want to resuscitate the state’s petroleum industry, cut taxes.The province did just that earlier this year, and drilling has surged. That’s what Ron Liepert, Alberta’s energy minister, told an oil and gas conference in Anchorage Sept. 28. The strategy worked, despite very low natural gas prices that continue to plague the industry.

BP and Total show keen interest in Algeria Oil and Gas.
BP Plc and Total SA are among 45 foreign companies that have expressed interest in bidding for oil and gas exploration in Algeria, state-run APS news agency reported, citing Energy Minister Youcef Yousfi. Royal Dutch Shell Plc and Chevron Corp. are also among companies interested in the North African country’s third bidding round comprising 10 hydrocarbon blocks, APS cited Yousfi as saying.
The Interior Department Thursday issued two new rules to improve safety on offshore oil and gas rigs, bringing the Obama administration a step closer to lifting its ban on drilling in deep waters in the Gulf of Mexico.

The Department of the Interior announced on Sept. 30 two new rules that will help improve drilling safety by strengthening requirements for safety equipment, well control systems, and blowout prevention practices on offshore oil and gas operations, and improve workplace safety by reducing the risk of human error. “These new rules and the aggressive reform agenda we have undertaken are raising the bar for the oil and gas industry’s safety and environmental practices on the Outer Continental Shelf,” said Secretary of the Interior Ken Salazar, who announced the rules today in a speech at the Woodrow Wilson International Center. Oil and gas rig crews to see pay raise.
Crews on oil and gas rigs will see a slight bump up in their wages this fall, likely enough to cover cost of living increases, according to an industry association. Drilling and service rig workers will see a 4.5 per cent rise in their hourly pay, which will vary from a low of $20 per hour for a service rig trainee to a high of $40.20 per hour for an experienced driller.
Alberta’s Tory government is crediting changes to its royalty regime for eclipsing a record in oil and gas land sales. Premier Ed Stelmach’s government sold petroleum and gas rights worth $117 million on Wednesday, bringing to total sales for 2010 so far to $1.86 billion. That surpasses the previous record of $1.83 set in 2005.
Kentucky Energy, Inc., a Kentucky based operator of energy and mineral related properties, has elected to expand its energy based operations into oil and natural gas exploration and development.
Cruise ships to save $100,000 with Levy slash.
Cruise ship companies will save up to $100,000 on a single New Zealand visit when levies are slashed this week. The October 1 change to the passenger levy means instead of getting charged $8.29 for every passenger at every port, cruise ships will only pay $3.30. Cruise New Zealand chairman Craig Harris says the levy is going down to what it should always have been, and that Maritime New Zealand miscalculated it.
Starting in mid-October, Port Canaveral will be home to another ship and an entirely new cruise line. The Norwegian Sun will sail from the port through April, providing longer cruises to the Caribbean, additional revenue for the port and a new concept in the industry: freestyle cruising.
The world’s biggest cruise ship, Allure, is having its finishing touches put on for its maiden voyage in December. Royal Caribbean International’s newest super-sized ship is bigger than Oasis, allowing it to claim the title of the biggest cruise ship in the world.
ONGC May Partner with Kuwait to Bid for Oil & Gas.
Oil & Natural Gas Corp. may partner Kuwaiti companies to bid for oil and gas exploration blocks in India and abroad, R.S. Sharma, chairman of India’s largest energy explorer, said Tuesday. India, which imports four-fifth of its crude oil requirements, is set to launch its ninth round of oil and gas block auctions next month as it seeks to increase output to meet demand in a fast-expanding economy.
Oil and gas extraction companies in Russia’s Far Eastern Sakhalin region are planning to increase oil extraction to 23 million tons from 15 million tons a year and gas extraction from 19 million to 60 billion cubic meters, a local government’s deputy head said on Wednesday. “The Sakhalin region in the Russian Far East has become one of the main centers for hydrocarbon extraction in the Asia-Pacific region,” Galina Pavlova said during an annual Sakhalin Oil and Gas 2010 conference in the city of Yuzhno-Sakhalinsk.
OAO Gazprom Neft, the oil arm of Russia’s state natural-gas producer, plans to increase production by 12 percent in the next two years on two new development regions. Output may reach 1.115 million to 1.15 million barrels of oil equivalent a day in 2012, compared with 1.03 million this year, Gazprom Neft said today in a presentation in Moscow.
Verdict on Offshore Drilling.
The Obama administration appears to be edging closer to a decision to end the moratorium on deepwater oil and gas drilling. Gulf Coast lawmakers have attacked the moratorium since its imposition after the Gulf of Mexico blowout in April.
Washington research firm Concept Capital said Monday it expects new rules for offshore drilling to be released by federal regulators this week. The rules may spark talk of an early lift to the current offshore drilling moratorium in the Gulf of Mexico.
Gas producers to cut production.
Natural gas producers are teetering on the fourth consecutive winter of low demand and prices, but relief could be at hand, analysts said Monday. Even though North American storage inventories are marginally lower than they were at this time last year, ConocoPhillips CEO Jim Mulva told an oil and gas conference in Houston that his company is shutting onshore natural gas production in Canada and the United States while it awaits higher prices.
Natural Resources Minister Nathalie Normandeau announced Monday a moratorium on exploration and development of the oil and gas potential of the St. Lawrence estuary, from Île d’Orléans to Anticosti Island, following a strategic environmental evaluation.
China and Russia signed a string of agreements to boost their new energy partnership, although finalization of a long-awaited gas-supply pact remained out of reach.
US To Issue First New Drilling Rules Since BP Oil Spill
The U.S. Interior Department is close to releasing its first new offshore-drilling rules since the Deepwater Horizon disaster, revealing just how strictly it will regulate the oil and gas industry in the wake of the worst offshore spill in U.S. history. The new rules, which the Interior Department will release in the next two weeks, will apply to both shallow-water and deep-water drillers–encompassing dozens, if not hundreds, of companies that help produce a significant portion of U.S. energy resources.
Cnooc Ltd., China’s biggest offshore energy producer, fell in Hong Kong trading as a growing territorial dispute between China and Japan in the East China Sea threatens to disrupt oil and gas development in the area. The shares dropped 0.4 percent to close at HK$14.66, compared with the less than 0.1 percent gain in the benchmark Hang Seng index.
Centrica Plc, Britain’s biggest energy supplier, agreed to buy Royal Dutch Shell Plc’s 9.44 percent stake in the Statfjord oil and gas field in Norway. Centrica will pay 1.37 billion kroner ($230 million) for the stake, it said in a statement in London today.
